How the NCEES Model Rules structure an engineer's duties, why public health and safety are paramount, and a disciplined method for resolving ethical dilemmas.
Ordering of obligations in Model Rules § 240.15. When two duties conflict, the higher one governs; the public duty is the universal tiebreaker.
A licensee undertakes assignments only within demonstrated competence and seals only work prepared under their responsible charge.

Diagnostic categories from the handbook for analyzing an ethical problem before choosing an action.
Overruled on a safety concern
Problem. You are the mechanical engineer of record for a pressure-vessel installation. Field testing reveals a weld defect you believe could cause a rupture, but your project manager, citing the deadline, directs you to certify the system as-is. What does the Model Rules obligate you to do?
Sealing outside competence
Problem. A licensed mechanical PE coordinates a building-systems project. The structural consultant's PE is unavailable to sign the steel-framing drawings before a permit deadline, and the client asks the mechanical PE — who has a general structures course from school — to seal them. Is this permissible?
A potential conflict of interest
Problem. You are evaluating bids for a client's HVAC project. One bidder is a firm partly owned by your spouse. The proposal genuinely appears to be the best technical value. What must you do under the Model Rules?
How patents, trademarks, copyrights, and trade secrets differ, who owns engineering work product, and the role of NDAs, non-competes, and licensing.
